When it is full in the radiator, have a helper raise the engine to 2000 RPMS. This will pull the coolant level in the radiator down. Your helper will scream at this point "The LOW COOLANT light is on! EEEEEEeeekkk. Not to worry. That sensor, as you will have figured out by now is in the bottom on the side of the reservoir. If this models fills through the reservoir, follow the same procedure. Except it won't go as quickly for you. Start the car BEFORE you add coolant. Your downstairs neighbor could pursue you or your insurance company on their own, or they could file a claim with their own insurance company, and their insurance company would then subrogate, or pursue you or your insurance co. They will most likely not want to involve their insurance co. Your buidling is responsible for the space between your floor & their ceiling. However if it is in your contract with the building that the building is responsible for the maintenance and upkeep of the radiator, the building is liable. This is usually the case with rental properties, but if this is a condo that you own, most likely you are liable. They are cheaply made using mostly the chepaest parts,they RIDE like trucvks and get BAD mileage usually. They ride HARSHLY compared to otheer designs. and their engines develop INTAKE GASKET FAILURES predictably every 80-100k miles or so. CHECK FOR RUST< if you like this thing, and get a full UNDER BODY check up for signs of rusted frame and suspension parts, the REAL killers of any vehicle on the road. I would tend to get a FORD RANGER instead, esp from the SOUTH where rust is not an issue. GOOD LUCK!
